P.Manage Co Ltd (PML) specialises in the management of all phases of a construction project acting as an extension to the Client’s team and with its comprehensive understanding of international standards and the local marketplace is able to harness local skills to deliver best practice in the local environment.
Given that the two partners David Muscat and Darren Sciberras are both qualified architects, this union goes a long way to ensure that all aspects of every project they commit to are processed in all the required processes; including, and perhaps most importantly, in regards to compliance and in keeping the project compliant throughout its evolving. This is done whilst enhancing completion expediency and efficiency.
Design & Build met up with one of the company’s founding Partners, Perit David Muscat B.E.& A (Hons), A&CE, so as to better understand how their expertise and competences ensure practical and workable solutions for all.
D avid Muscat had originally started out as an architect and structural engineer and sometime later joined the fledgling PML. That was in 2015… and by 2019 he was invited by the owners to join them on the board, this leading to him eventually taking over the company’s day to day running due to different circumstances affecting the other two original directors and a departing partner.
Project management was their major service at the time, which got developed even further as the service team itself grew. Clients find that it is a great asset to them that an architect is actually their project manager as his understanding of the process is therefore a helpful and complete one.

David explained that “Everything in development is time and cost oriented. Since we would concentrate on the management of the project, we also work hand in hand with clients’ architects. In fact, we go into the project’s administration, the tendering processes, and full turnkey project management from A to Z.”
PML’s role is therefore to ensure that the budget is respected and that all the work is executed professionally in a timely manner. At the same time, “we ensure all health and safety aspects, the overall quality control and also that the other consultants are on board to deliver the project as necessary,” he explained.
A main objective of P.Manage is to present the client with a fully finalised project which reflects all the required standards and specifications, within the desired and expected time frames; whilst keeping as below-budget as possible. Here, again, the expertise and academic background of the Directors and their highly knowledgeable team come into play.
“We do our utmost to maintain the very same time scales and delivery dates even when the client implements major changes to the original brief,” David explained.
Being an architect greatly enhances David’s ability in handling the administrational external aspects of the project, such as those involving the Planning Authority requirements. Here, PML’s guidance can also help clients to ensure how the project can still remain compliant under the required guidelines, whilst becoming more expedient and efficient.
“We have a hands-on approach throughout,” he explained. “You can say that we actually ‘live’ every project! We do daily on-site visits to monitor progress, and submit regular reports to update the client with what is actually happening on their site, and so on” he added.

Whilst P.Manage offers a structured approach, it prides itself in its ability to provide a tailored solution to meet the needs and objectives of its individual clients, and accordingly “our challenge is to firstly establish, along with the client, its needs and objectives and then to seek to deliver these requirements within the pre-established standards and targets.” David added that “We offer a full project and construction management service, managing the various parties to the project teams within a collaborative framework up to full project completion.

And one must constantly do so with full regard for Health & Safety.” In so doing, P.Manage also identifies, reduces and manages risk wherever possible; keeping the client and all members of the Project Team fully informed.
The Client Relationship
Every project, and every client is unique, and P.Manage adapt to the requirements of each client and project accordingly. David gives an example: “At present we are finalising work on Mercury Towers, a uniquely challenging project indeed. The shape, size, and structural design are truly outstanding and completely one-of-a kind – not only for Malta but even in the entire world as there’s no other similar project anywhere else! We adapted from the onset to its administrative and physical needs, whilst guiding the client accordingly at all stages.”
In some cases the client may have their own management team and therefore PML merge their own management team with theirs, working together to finalise the project.

“We are extremely flexible,” emphasised David. “Our involvement with projects such as the Mercury Towers might lead one to assume that we only handle large projects. This also includes electrics and plumbing right up to certification and handing over.”
Conclusion
P.Manage is as uniquely competent in the delivery of their project management solutions as they are in co-ordinating and managing the Mechanical and Engineering aspect of a Project; following right up to certification and handing over.
