Meet Francesco Rugeri – an Italian entrepreneur and contracting veteran professional who has fully resettled in Malta for both work and living.
He is the Managing Director of Evolution Building Ltd – a fully fledged turnkey contracting provider which properly marriages Italian style and meticulousness into Malta’s construction, property and design needs and expectations.
He originates from the family business where even his father and grandfather had also worked and got their experience from. Indeed, new ideas, skills and operational methods of work learnt from his years of being involved in “edilizia” from a very young age in Italy have put this growing company steadfastly on our map.
W hen working with Evolution Building, once cannot help but appreciate the obvious work values bestowed upon him by his family, and how his training and on-the-job education throughout his formative years back in Italy are being so masterfully integrated into their work within Malta’s infrastructure and buildings.
Francesco had initiated his career in the construction field in Italy, and he had subsequently decided to shift his operations into Malta some ten years ago; when he had visited our shores for his first time. “So, when the opportunity came, we embraced it!” he says with a smile.

But there is more to this transition than monetary promptings. Francesco also came over because he became smitten by our country and the way business happens here. “I noticed that there were openings in the area of edilizia here, in the building and construction industry per se, as well as in housing, schools and hospitality and industrial developments. Add to that the fact that in Malta one can live well too and you will realise why we are still here all these years on!” he added.
FIRST MALTA JOBS
Francesco’s official commencement which stepped beyond the freelancing boundaries well into those of collaborating partners was in early 2018. His enterprise was gathered under a limited liability structure quite recently, by which time Evolution Building Ltd’s relationships with an overseas interior design unit and with his suppliers of specific quality construction materials were already cemented.
“We, of course, buy locally available materials when our collective turn-around time frames are tight and quantities of raw supply are available at our required levels in the right quantities. But as a rule, we operate through the importation and warehousing of our directly selected materials, available for immediate use into our assigned developments,” he continued to explain.
“Evolution Building puts a lot of emphasis on the high finishing levels of its works, as well as with everything else we are involved with on our projects. We do collaborate with our local partners for elements to construction such as excavations, and we rely on specialised people and entities who have proven to us time after time that they are completely comfortable with our standards of safety, expediency and legal compliance,” added Francesco.
Evolution Building has an average manpower of 60 workers but they have recently had a call-out to recruit a further 10+ personnel.
PROJECTS
Are there any local projects completed that are particularly close to his heart? we asked. “None, really,” he said smilingly “because every job is close to my heart. Each one is different, complicated or beautiful to be involved in. And it gives me satisfaction to see it through to its completion and to the client’s satisfaction. Even when it is just a reconditioning project!” he replied.
SET UP
The set-up at Evolution Building is pretty much a standard one, with its head – Francesco – leading the team as also one of its project managers and with typical office staff and on-site workers and foremen as normally found on local sites.

At the same time the company has its own architect who looks after all the technical and planning documentation both with the authorities as well as with the clients’ architectural counterparts, for the further smooth running of each operation.
This set-up has even seen them coping with up to 7 projects at the same time. These would normally be in the range of 7-12 apartment-structures though they have had projects that were of a larger scale than these. They have seen a continuous growth pattern in their jobs book throughout their life span in Malta.
FINISHES
The latest addition to Evolution’s growth has been to introduce a number of services that further support client needs beyond construction. These can also include plastering, gypsum, soffits and apertures (in PVC, aluminium or other) and plumbing and electrics as also needed.

The company has also recently started up their furnishing division through which they can now provide clients with furniture and furnishing for their homes and buildings. Naturally, many of these are hand-picked and supplied from Italy; known for the fashionable and modern designs that are available there. Now, Evolution Building is also available to help clients finish off their bathrooms, kitchens or any other rooms as required, including tiling, even to servicing specific furniture supplies (such as tables for specific needs) that they will also import directly from Italian sources guaranteeing the best quality materials and manufacture in the process.
