In Malta’s construction and infrastructure landscape, few names carry the weight of F. Schembri Group. A major player across road infrastructure, steel installations, and building construction, the Group has built its reputation on a simple, non-negotiable principle: quality is everything. Rather than relying on core materials that define a project, the Group manufactures them in-house, maintaining control over quality from the point of mixing through to final placement. This principle applies equally to buildings, roads, and steel infrastructure – every project the Group touches benefits from the same self-sufficiency.

The Schembri & Sons Ltd (Plant) houses a ready-mixed concrete batching plant, four production lines for prestressed and concrete slabs, and separate facilities for precast elements including hollow concrete blocks, paving blocks, and kerbs. All products are CE marked.

Each stage of production sits under the same management, with the same commitment to standards.

This vertical integration serves a practical purpose on site. When a contractor places an order, the material is supplied from a source they can inspect, whose processes they can verify, and whose performance they have seen across multiple projects.

There is no third party introducing variability, no external factor that cannot be accounted for. The concrete mixed at Schembri & Sons Ltd (Plant) is the concrete delivered to site, mixed to the same design mix that has proven itself throughout decades of local construction.

Supporting this manufacturing capacity is an in-house quality testing laboratory. Materials are not assumed to meet specification – they are tested, verified, and documented before leaving the yard. For architects and engineers specifying structural elements, this documentation carries weight. Knowing that a particular prestressed slab has been manufactured under controlled conditions, with test results to confirm its performance, reduces the uncertainty inherent in any build.

The Group traces its origins to Antonio Schembri’s experience in the local construction industry, with his son Frank who had recognised the opportunity to consolidate operations and achieve efficiencies that fragmented supply chains could not have matched.

Under Frank Schembri’s leadership, and with the unwavering support of his entire family, the focus on continuous quality enhancement and seamless customer service was set in stone.

Today, the next generation carries that commitment forward, dedicated to building intelligently on the foundation laid before them – not only for the continued success of the Group and the benefit of its customers, but also for the contribution these efforts make to the country that has been the setting for the family’s work across generations.

Heavy investment in centralisation brought together administrative offices, factory spaces, warehouses, and the laboratory under one roof, creating a single point of responsibility for the materials that form the backbone of a project.

Beyond the core manufacturing, the Group extends into related and diversifying disciplines through its subsidiaries. Hal Far Quarries Ltd supplies the raw material from which everything else begins. C&F Building Contractors Ltd undertakes construction works, translating the supplied materials into built structures. Cieffe Project Finishings Ltd completes internal and external finishes to a standard that matches the structural work.

Schembri Asphalt Ltd and Schembri Infrastructures Ltd handle road infrastructure and civil engineering projects, extending the Group’s reach beyond buildings into the spaces between them.

Where road infrastructure is concerned, the Group operates “from A to Z” – quarrying the stone, crushing it to specification, producing the asphalt, laying the carriageway, and installing the necessary street furniture and signage. For a client such as government, this means a single point of responsibility for the entire road corridor. For the Maltese citizen as the end user, it translates to roads that are completed sooner, maintained consistently, and built to a standard that the Group itself guarantees from foundation to surface.

All Clean Services Ltd provides post-construction cleaning, including turnkey project cleaning, window cleaning, high-pressure jet cleaning, and ongoing maintenance for residential and commercial properties. The team handles various floor and surface types, ensuring that sites are handed over in pristine condition and remain so.

More recently, the acquisition of Pilow Space Frame Ltd has added a new dimension to the Group’s capabilities. Specialising in tensile fabric structures, Pillow Space Frame designs and installs lightweight membrane systems for shaded areas, canopies, atriums, and architectural features. These structures, which combine steel frameworks with durable fabric membranes, offer solutions where traditional building materials would be too heavy or visually intrusive. The addition brings expertise in creating covered outdoor spaces, dramatic entrance canopies, and energy-efficient shading systems that respond to Malta’s climate.

FS Developments Ltd applies the Group’s material standards to its own residential and commercial schemes. For a property developer as customer, this integrated supply chain means that materials are available when needed, to the required specification, without delays caused by third-party suppliers. For the homebuyer or tenant as the end client, it means a finished property where every component – from the concrete in the foundations to the finish on the walls – has been supplied and installed under a single quality regime.

The Group’s reach extends further into adjacent Orange Hotels Ltd operates the Carlton Hotel on Sliema’s seafront, offering three-star accommodation with Mediterranean views between St. Julians and Sliema. Ferretti Catering Ltd runs three distinct venues across Malta – Ferretti Restaurant, Haywharf Restaurant & Club House, and Exiles Restaurant & Beach Club – each known for their ambiance, service, and cuisine. These hospitality ventures demonstrate, in a different context, the same commitment to qualify that defines the construction arm of the Group.

For developers and main contractors, the breadth of the Group translates to predictability. Schedules are not dependent on multiple suppliers coordinating their deliveries, and quality is not subject to the lowest common denominator across several sources. The person specifying the concrete can visit the plant where it is made, speak to the team who will batch it, and see the laboratory where it will be tested.

Should the project require a tensile fabric structure, that expertise now sits within the same Group. Should it require road infrastructure, the same applies.
