REACHING NEW HEIGHTS:
the Scaffolding behind one of Malta’s largest coastal developments 
by Mediterranean Scaffolding Ltd

As Malta’s construction sector continues to evolve, developments are becoming larger, taller, and more complex. With this shift comes an increasing demand for high engineered temporary access solutions capable of supporting large construction teams working safely at height. In many cases, the success of a major project begin with the design and installation of the scaffolding system that allows the building itself to take shape.


Our recent development highlights the scale and complexity that modern scaffolding operations can involve. The project required the erection of what is believed to be one of the largest scaffolding installations ever assembled in Malta at a single time, forming part of the major ORA  development, which includes the Hard Rock Hotel together with two adjoining high-rise towers.

The scaffolding system for this project was delivered by the Mediterranean Scaffolding Ltd, whose teams were responsible for the coordination, logistics, and progressive assembly of the large-scale access structure required to support the development.

“At its peak, the scaffold installation wrapped around large sections of the development, creating a temporary structure that became one of the most visible construction frameworks currently standing in Malta.

Projects of this magnitude require far more than traditional façade scaffolding. They demand careful engineering, detailed planning, and close coordination with multiple contractors operating simultaneously across the site. The scaffolding system must provide safe and stable working platforms for large construction teams while accommodating the complex geometry of the building as it rises.

The scale of the installation alone presented a significant logistical undertaking. Thousands of scaffold components had to be transported, organised, and assembled to create a stable framework that enveloped large sections of the structure.

Each element of the system had to be designed to withstand the loads generated by workers, materials, equipment, and environmental conditions. The environmental factors on this particular project added an additional layer of complexity. The site is located directly adjacent to the sea, exposing the structure to strong coastal winds and rapidly changing weather conditions.

During the construction period, the project experienced several adverse weather events, including one particularly severe day where wind speeds reached Force 10 on the Beaufort scale. Operating in such conditions requires both robust engineering and strict safety management. Scaffold systems must be securely tied to the building structure, reinforced where necessary, and inspected regularly to ensure stability under extreme wind loads. Particular attention must be given to bracing, anchoring, and the distribution of loads across the entire scaffold structure to maintain its integrity during periods of high wind.

Behind the success of the installation was the dedication and expertise of the scaffolding team responsible for assembling the structure.

The works were coordinated on site by Mr. Clint Agius, whose experience in large-scale scaffold operations played a key role in maintaining organisation, safety, and efficiency throughout the project.

Working under strict construction deadlines, the team of scaffolders from Mediterranean Scaffolding Ltd carried out the installation progressively as the project advanced. Large developments such as the db City Centre depend heavily on carefully planned sequencing, ensuring that access systems are always available when required so that structural works, façade installations, and finishing trades can proceed without interruption.

The scaffolders involved in the project worked long hours under demanding site conditions to ensure that the scaffolding installation remained ahead of the construction programme. Their work required precision, physical endurance, and a deep understanding of scaffold assembly techniques to guarantee that every platform, tie, and connection met the required safety standards.

Large scaffold installations such as this are rarely visible once a project reaches completion. When the final façade elements are installed and the scaffolding is dismantled, the temporary structure disappears, leaving behind only the finished building. Yet without this complex framework, the construction of large-scale developments like the unified Hard Rock Hotel, The Ora Residences and St George’s Mall would simply not be possible.

As Malta’s skyline continues to expand with ambitious new projects, large-scale scaffolding systems will remain an essential part of the construction process, enabling major developments to be delivered safely, efficiently, and even in the face of challenging coastal conditions.
