An interview with Justin Rocco, Proprietor of Roc Kor
At the age of 31, Justin Rocco is a well known name in the construction industry, particularly under his company name Roc Kor – which is a play on his surname while also referencing core drilling; which, along with along with electrical and plumbing works, is the specialised service he is most uniquely competent in.
Prior to setting up shop himself back in 2019, Justin completed the three year City and Guilds course at MCAST and held different technical jobs in the property maintenance sector, where he worked for one of the most established companies in electrical and plumbing services, for 10 years. He then moved into drilling, in which he is a specialist today, while also providing technical assistance and maintenance services through his company Rockor.

Justin carried out his first core drilling job independently in 2019, where he volunteered to support the village feast of San Bastjan in Hal Qormi, which he loves so much. “I used my machinery there for the first time, when I carried out the drilling for the bollards,” he recalled. After that, his first paid job followed suit. “I had to buy a 500 mm bit – the largest one I have to do a job for Malta International Airport, where I was engaged to drill two bollards, each measuring 500mm wide and 1 metre deep,” he explained.
Today, Justin has a range of drill bits which measure between 28 mm and 500 mm. “I take good care of them as after all they are my bread and butter. So I make sure to clean the bits well after every job,” he said. His client base is chiefly composed of residential apartments and complexes as well as villas and offices. One of his clients is his former employer, with whom he is pleased to maintain a very good relationship. His services are also required frequently by contractors and property developers.
Roc Kor is well known for the efficient and high quality service it provides in electrical and plumbing installations and core drilling. The core drilling services which Justin specialises in, include works for the laying of pipes and cables, ventilation, security, networking, wiring and insulation.
“I take care of works that cannot be carried out with small manual tools, and which therefore require more specialised equipment. Such jobs also include fireplaces, drilling for street lamps, flagpole as well as bollards and other such works,” he explained.

Often developers realise that they need to carry out core drilling works while they are gradually progressing on the development, or in instances where unplanned variations need to be made to the original plan of works or the requirement emerges during the construction process,” he added. In these cases, Justin works very closely with the site’s project manager to ensure a thorough and efficient job.
Justin is also very keen on providing clients with quality and therefore only uses top brands in the sector, such as Hilti tools. He also makes use of industry-leading brands for his electrical and plumbing works.
Additionally, Rockor has a well-stocked warehouse, to ensure that Justin has sufficient materials to ensure a seamless supply without delay to his clients. “I am very focused on quality and this requires having the right tools to get the job done reliably, as much as having the right materials in hand to provide a smooth flow of supply without switching brands at the same site” he emphasised, adding that he carries out regular maintenance of his tools at a specialised agent and changes the bits regularly himself.
While Justin makes it a point to be involved in each job his company takes on, Roc Kor also employs a technical specialist, in order to meet client requirements and deadlines. “I try to handle jobs as quickly as I can, in order to keep my clients happy. I know that this is a requirement in the dynamic
property and construction industry,” Justin said. However, his reputation in the industry precedes him and clients are often happy to wait for his specific services, depending on the urgency of the job. “My clients are very loyal to me. In addition to having multiple projects received from my current clients, who bring me repeat business, I am also proud to say that a good portion of my business comes in through client referrals,” he added.

Justin is focused on the continuous growing of his organisation. He is keen to consolidate his position in the electric and plumbing installation sectors as well as in core drilling and technical maintenance over the coming years. In addition, he is looking at further making substantial capital investments, which will see Roc Kor acquire larger machinery to support clients in yet larger and more complex excavation and ground investigation processes.
